Secretary General of the Ministry of Communication and Digital, Ismail, said the regulation is a strategic step to build a responsible and trustworthy AI ecosystem.
“Going forward, Indonesia plans to introduce a Presidential Regulation on Artificial Intelligence. This regulation will provide a clear governance framework to promote ethical, transparent, and accountable AI development, while ensuring innovation continues to grow in a trusted environment,” he said at The 2nd Hiroshima AI Process (HAIP) Friends Group forum in Tokyo, Japan, on 16 March 2026.
Ethical and Transparent AI Development as Priority
The regulation is designed to balance innovation with accountability. According to Ismail, AI offers opportunities to accelerate inclusive digital transformation, boost economic growth, and improve public service quality.
“Artificial intelligence is not only about technological progress, but how innovation delivers real benefits to society and improves quality of life,” he said.
Opportunities and Challenges of AI
While AI has great potential, it also brings risks such as misinformation, deepfakes, bias, discrimination, and threats to data privacy and cybersecurity.
Indonesia is adopting an approach that balances innovation with risk management. This includes human-centered AI development, stronger multi-stakeholder collaboration, and building a robust digital ecosystem through infrastructure, data governance, and digital talent development.
National AI Roadmap to Guide Development
The government is finalizing a National Artificial Intelligence Roadmap to guide an inclusive, responsible, and competitive AI ecosystem.
The roadmap includes ethical principles such as inclusivity, humanity, security, transparency, accountability, personal data protection, sustainability, accessibility, and respect for intellectual property rights.
Global Collaboration and Trust as Key
Indonesia is also promoting global cooperation in AI governance through the Hiroshima AI Process, including sharing best practices, developing international standards, and increasing capacity in developing countries.
Ismail emphasized that trust is the key factor for AI adoption.
“Building trust in AI requires a strong commitment to transparency and accountability, robust data and privacy protection, and effective risk management in the use of AI technology,” he said.
“Artificial intelligence will shape the future of our society. Our shared responsibility is to ensure that future is safe, inclusive, and beneficial for all,” he added.
