Indonesia Launches Credit Card as QRIS 0% MDR Policy Expands for Merchants

Bank Indonesia and the National Payment System Association (ASPI) launched the Indonesia Credit Card as an innovation in Indonesia’s domestic payment system during the country’s 81st Independence Day celebrations in Jakarta (17/08).

The launch is aimed at strengthening the national digital financial economy by improving transaction efficiency, expanding inclusion for payment providers and users, and strengthening business competitiveness.

The initiative was announced during the launch of the Payment System Policy Response by Bank Indonesia, payment system associations and payment system industry players at Bank Indonesia in Jakarta.

QRIS 0% MDR Expanded to More Merchants

Bank Indonesia also announced an expansion of its 0% Merchant Discount Rate (MDR) policy for QRIS, which will take effect on October 1, 2026.

The 0% MDR policy will continue to apply to micro-business merchants for transactions of up to Rp500,000. It will also be expanded to all other merchant categories, including small, medium and large businesses, for transactions of up to Rp100,000, from the previous rate of 0.7%.

The policy expansion is intended to improve transaction cost efficiency for businesses and expand the benefits of digital payment adoption for the public.

Indonesia Credit Card Uses QRIS for Transactions

The Indonesia Credit Card is an alternative payment instrument that provides deferred payment facilities and is processed domestically to support an inclusive national digital economy and financial ecosystem.

The card is used as a source of funds for transactions through QRIS, either by scanning or tapping.

As of August 17, 2026, eight Payment Service Providers had issued the Indonesia Credit Card. They are BCA, Mandiri, BNI, BRI, CIMB Niaga, Permata, Bank Mega and BSI, which is developing sharia-based financing.

The Indonesia Credit Card will continue to be developed through further improvements to its features and services.

QRIS Reaches 65.77 Million Users

QRIS acceptance continued to expand, with 65.77 million users recorded as of June 2026.

Of these users, 6.23 million were new users during the January-June 2026 period, showing that QRIS adoption continued to grow.

QRIS also reached 44.86 million merchants, with 96.68% of them being micro, small and medium enterprises.

During the first half of 2026, QRIS recorded 12.55 billion transactions. The total transaction value reached Rp1.12 quadrillion, growing 93.92% year-on-year.
