“Normalization of Grok service access is conducted conditionally after X Corp submitted a written commitment outlining concrete steps to improve services and prevent misuse. This commitment forms the basis for evaluation, not the end of oversight,” Alexander said in Jakarta.
X Corp, through an official letter to the Minister of Communication and Digital, stated it has implemented layered measures to handle misuse of Grok.
These steps include technical safeguards, access restrictions for certain features, stricter internal policies, and activation of incident response protocols.
Alexander confirmed that all claimed measures by X Corp will be continuously verified and tested by Kemkomdigi to ensure effectiveness in preventing violations, including illegal content distribution and breaches of child protection rules.
“Normalization is accompanied by continuous monitoring and evaluation. If inconsistencies or further violations are detected, Kemkomdigi will not hesitate to take corrective action, including re-blocking service access,” he added.
Kemkomdigi emphasized that digital space oversight policies, whether restricting or normalizing service access, are carried out proportionally, transparently, and based on regulations. The main goal is to protect public interests and maintain a safe and fair digital environment.
The ministry noted X Corp’s commitment to cooperate with the Indonesian government in fulfilling its legal obligations as an Electronic System Provider (PSE) and supporting a responsible digital ecosystem.
“Constructive dialogue remains open, but compliance with Indonesian law is mandatory. Service normalization is not the final step, but part of the state’s ongoing oversight process,” Alexander concluded.
