Indonesia Warns 25 Private Digital Platforms to Register as PSE to Uphold National Digital Sovereignty

The Ministry of Communication and Digital (Komdigi) has issued official notifications to 25 private Electronic System Providers (PSEs) that operate in Indonesia but have not completed mandatory registration (17/11).

Komdigi explained that these platforms are known to serve Indonesian users but have not fulfilled their obligation to register their electronic systems.

Director General of Digital Space Supervision Alexander Sabar said, “PSE registration is not only administrative, but an important instrument to ensure Indonesia’s digital sovereignty and to protect the public within a healthy and responsible digital ecosystem.”

Legal Basis Behind Mandatory Registration for Private PSEs

Komdigi stated that this requirement is regulated under Ministerial Regulation No. 5 of 2020 on Private Scope Electronic System Providers.

Articles 2 and 4 of the regulation clearly require all private PSEs, both domestic and foreign, to register before operating in Indonesia.

The ministry noted that outreach has been conducted since the regulation was issued, but gradual enforcement remains necessary for entities that continue to ignore the requirement.

Alexander added, “If registration is still not completed after notification is sent, administrative sanctions up to access termination may be applied according to the applicable rules.”

List of 25 Private PSEs Receiving Government Notification

Komdigi reported that the following 25 private PSEs have received official notification:

Cloudflare, Inc.; Dropbox, Inc.; Flextech, Inc.; OpenAI, L.L.C.; Duolingo, Inc.; Marriott International, Inc.; PT Duit Orang Tua; Accor S.A.; InterContinental Hotels Group PLC; PT. HIJUP.COM; PT Kasual Jaya Sejahtera; Fashiontoday; PT Beiersdorf Indonesia; Shutterstock, Inc.; Getty Images, Inc.; PT Kaio Tekno Medika; Fine Counsel; PT. Halo Grup Indo; PT Afiliasi Kontenindo Jaya; PT. Inggris Prima Indonesia; Wikimedia Foundation; PT Media Kesehatan Indonesia; PandaDoc, Inc.; airSlate, Inc.; and PT Zoho Technologies.

Komdigi Opens Dialogue but Maintains Firm Compliance Measures

Komdigi said it remains open to supporting all notified PSEs through the required registration process.

The ministry emphasized that it has consistently used a persuasive approach and broad socialization efforts, yet gradual enforcement is still applied to non-compliant entities.

Alexander stated, “We are always open to dialogue and to assist with the technical registration process. However, Indonesia’s digital space must comply with Indonesian law. Compliance is the main requirement for all platforms that want to operate and serve the public.”

Komdigi reminded private PSEs that administrative sanctions, including access termination as stated in Article 7 of the regulation, may apply to those that ignore the notification.

The ministry urged all private PSEs that fall under the mandatory category to complete registration through the Online Single Submission (OSS) system.
