The Ministry of Communication and Digital (Kemkomdigi) has taken action against eight digital applications suspected of misusing vehicle financing customer data (19/12).

Director General of Digital Space Supervision, Alexander Sabar, said the move followed findings of unauthorized distribution of fiduciary data.

“Komdigi has submitted a request for delisting eight digital applications related to the ‘Mata Elang’ practice to the relevant digital platforms, namely Google. Currently, six of these applications are inactive, while two are still in process,” Dirjen Alexander stated in Jakarta.

“Mata Elang” Apps Used for Debt Collection Tracking

Applications such as BESTMATEL, known as “Mata Elang,” help debt collectors identify vehicles with problematic financing. They scan license plate numbers in real-time using leasing company databases.

These applications allow tracking and monitoring of vehicles and provide information on debtors, vehicle details, and physical characteristics for location-based retrieval actions.

Legal Basis for Action

The handling of these applications follows Minister of Communication Regulation No. 5 of 2020 concerning Private Electronic System Providers.

“Enforcement involves inspection, analysis, and recommendations for access termination or application removal based on official letters from sector regulators, such as the Financial Services Authority and the Indonesian National Police,” Dirjen Alexander explained.

Verification and Coordination With Platforms

Applications that have not been removed are undergoing further verification by digital platforms.

“We continue to strengthen coordination with sector regulators and digital platforms to ensure a safe digital space, as well as protect the public from personal data abuse and illegal digital activities,” Dirjen Alexander added.
