Finance Minister Reports APBN 2025 On Track With Rp2,351.5 Trillion in Revenue and 2.35% Deficit

Indonesia’s State Budget (APBN) 2025 remains on track and continues to be optimized to support priority programs and act as a catalyst for economic growth, Finance Minister Purbaya Yudhi Sadewa said during the APBN Kita press conference in Jakarta (18/12).

“Until November 30, 2025, the realization of the State Budget shows that performance remains well maintained,” the Finance Minister stated.

State Revenue Reaches Rp2,351.5 Trillion by End of November

As of November 30, 2025, state revenue reached Rp2,351.5 trillion, equivalent to 82.1 percent of the semester outlook.

This revenue was mainly supported by tax income totaling Rp1,903.9 trillion, consisting of Rp1,634.4 trillion from taxes and Rp269.4 trillion from customs and excise.

Non-tax state revenue was recorded at Rp444.9 trillion during the same period.

Government Spending Continues to Support the Economy

Amid pressure on state revenue, government spending continued to grow to support economic activity.

State expenditure reached Rp2,911.8 trillion, or 82.5 percent of the semester outlook, by November 30, 2025.

Central government spending amounted to Rp2,116.2 trillion, consisting of Rp1,110.7 trillion for ministry and agency spending and Rp1,005.5 trillion for non-ministry spending.

Regional Transfers and Fiscal Balance Remain On Track

Transfers to regional governments also remained on track, with realization reaching Rp795.6 trillion to support public services in the regions.

“This reflects government spending that continues to be directed toward maintaining economic growth momentum and supporting priority programs,” the Finance Minister explained.

Based on revenue and expenditure realization, the state budget deficit was recorded at Rp560.3 trillion, or 2.35 percent of GDP, remaining within manageable limits and in line with the APBN design.

The primary balance deficit stood at Rp82.2 trillion, indicating prudent fiscal management amid various global challenges.
