Komdigi Blocks Zangi Access for Failing to Register as PSE Privat in Indonesia

The Indonesian Ministry of Communication and Digital (Komdigi) has cut off access to the Zangi application and website, operated by Secret Phone, Inc., because it has not fulfilled the obligation to register as a Penyelenggara Sistem Elektronik Lingkup Privat (PSE Privat).

PSE Privat Registration Requirement Under Indonesian Law

This action follows the Minister of Communication and Informatics Regulation Number 5 of 2020, which requires every PSE Privat providing services in Indonesia to register and obtain a Tanda Daftar Penyelenggara Sistem Elektronik (TDPSE).

Zangi’s Failure to Register and Resulting Sanctions

Until this announcement, Zangi had not registered as a PSE Privat, although its services were accessible to users in Indonesia. Under the applicable rules, PSE Privat that fail to comply may face administrative sanctions including service access termination.

Government’s Efforts to Protect Digital Users and Ensure Compliance

Alexander Sabar, Director General of Digital Space Supervision at Komdigi, explained, “This step is part of the enforcement efforts to ensure all electronic system providers comply with registration requirements. Compliance is vital to protect the community of digital service users in Indonesia.” He further stated, “This termination is not a restriction, but a demonstration of the government’s commitment to uphold regulations to protect the governance and sustainability of the digital space, keeping it safe and trustworthy for all users.”

Komdigi’s Call for Immediate Registration by PSE Privat Providers

Komdigi also urged all PSE Privat providers, domestic or foreign, to register immediately through the Online Single Submission (OSS) system and ensure their services comply with Indonesian law. Alexander added, “The government provides opportunities for all providers to meet registration obligations. Such compliance will strengthen Indonesia’s digital ecosystem, making it healthier and more competitive.”
