Indonesia's SAMAN System Targets Online Gambling: 2.1 Million Contents Removed

The Ministry of Communication and Digital (Komdigi) confirms that the SAMAN system will begin full operation in October 2025 to strengthen the crackdown on online gambling.

SAMAN Set for Full Operation in October 2025

The Sistem Analisis dan Monitoring (SAMAN) is scheduled to operate fully after a one-year pilot program.

“With input from digital platform providers and internal evaluation, we hope the system will run well, close existing loopholes, and operate fully next month,” said Director General of Digital Space Monitoring, Alexander Sabar, during a press conference at the Komdigi office, Central Jakarta, Wednesday (17/09/2025).

2.1 Million Gambling Contents Removed in Less Than a Year

Between 20 October 2024 and 16 September 2025, more than 2.8 million pieces of negative content were taken down. Of that number, 2.1 million were gambling-related content.

“These figures show the massive threat we are facing in digital space,” Alexander said.

He stated that online gambling has caused serious damage in society. “From broken families, loss of property, to the collapse of the younger generation’s future,” he added.

Ministry: This Is About Protection, Not Censorship

Alexander emphasized that this firm action is not aimed at limiting democratic space.

“This step is not to silence criticism or people’s aspirations. Democracy will still be protected. Criticism, aspirations, and expression must stay alive. What we firmly act on are illegal and harmful content, especially online gambling,” he said.

Public and Platforms Urged to Join the Fight

The ministry is inviting the public to report online gambling content through official government channels.

“If you find online gambling content, report it immediately. With collaboration between government, digital platforms, and the public, we believe Indonesia’s digital space can remain healthy, productive, and support national progress,” said Alexander.
