Second, they must possess a business license or Business Identification Number (NIB) for operating closed fixed networks using terrestrial fiber optic infrastructure under KBLI 61100, designated as a primary project.

Third, they must have an NIB to operate a local fixed network using broadband wireless access (BWA) under KBLI 61200, also marked as a primary project.

Additionally, companies must be licensed as Internet Service Providers (ISP) with KBLI 61921, and must not be under court supervision due to bankruptcy, declared bankrupt, or have business activities legally terminated.

Participants are also prohibited from having affiliations with other bidders.

e-Auction Account and Document Access Timeline

Account registration for the e-Auction system is scheduled for August 11–13, 2025, from 09:00 to 15:00 WIB.

This will take place at the Secretariat of the 1.4 GHz Radio Frequency Band Selection Team, located on the 8th floor of the Sapta Pesona Building in Central Jakarta.

Once the accounts are obtained, selection documents will be available online starting Monday, August 11, at 09:00 WIB until Wednesday, August 20, 2025, at 15:00 WIB.

Minimum Coverage Targets Set for Wireless Internet Access

Applicants are required to submit several documents: a participation request form, a bid bond, and a technical proposal.

The proposal must outline the number of households to be served with wireless broadband access at speeds of up to 100 Mbps using the 1.4 GHz radio frequency over five years.
