West Java's renewable energy mix reached 23.58% in 2025, exceeding the government's target of 20.1%, supported partly by increased rooftop solar power adoption in the industrial sector. Industrial rooftop solar installations in the province have reached approximately 350 megawatts (MW), with an estimated annual reduction of 537,000 tonnes of carbon dioxide equivalent (CO2e), according to the West Java Energy and Mineral Resources Agency (ESDM) (04/11).
Permadi Mohamad, Head of the Energy Division at the West Java ESDM Agency, disclosed the figures during the inauguration of CCEP Indonesia's rooftop solar power installation in Bekasi on Wednesday, November 4, 2026.
"Our latest data is from 2025, when we had already reached 23.58%. We achieved 23.58% against the 2025 target of 20.1%, so thankfully, West Java has exceeded its target," Permadi said.
West Java Renewable Energy Mix Exceeds 2025 Target
The 23.58% renewable energy share represents an achievement above the provincial government's 2025 target of 20.1%. The increased use of rooftop solar power in the industrial sector was among the factors supporting this achievement.
According to Permadi, industrial rooftop solar installations across West Java have reached approximately 350 MW. Their use is estimated to contribute to an annual reduction of around 537,000 tonnes of CO2e in greenhouse gas emissions.
Industrial Sector Supports West Java's Energy Transition
The industrial sector plays an important role in West Java's energy transition because of its contribution to the regional economy. Manufacturing accounts for approximately 41% of the province's gross regional domestic product (GRDP).
Permadi said energy availability was important for maintaining industrial productivity and supporting economic growth. He also explained that the provincial government was monitoring primary energy intensity, which measures energy consumption in relation to GRDP.
The indicator is used to assess how energy consumption supports productivity and economic growth.
"How can overall energy use in West Java generate productivity and economic growth? Therefore, we need to encourage energy consumption toward productive sectors, particularly the manufacturing industry," Permadi said.
Rooftop Solar Power Offers Opportunities for Renewable Energy Development
Permadi said solar energy had considerable development potential because its use was not limited to large-scale power plants. It could also be developed through decentralized installations, including rooftop solar systems operated by industrial businesses and the public.
This approach provides opportunities to expand solar energy utilization across different sectors in West Java.
West Java Has 147 GW of Solar Energy Potential
Based on West Java's 2023 renewable energy potential assessment, the province has total renewable energy potential of approximately 192 gigawatts (GW). Solar energy accounts for the largest share, with an estimated potential of 147 GW.
However, only around 4.19 GW of the identified renewable energy potential had been utilized, representing approximately 2.1% of the total.
Permadi said the figures showed that West Java still had substantial renewable energy potential, particularly in solar power development.
"Our utilization has only reached around 4.19 GW. That means only about 2.1% has been utilized, leaving considerable development potential. Solar energy has the largest potential in West Java, reaching up to 147 GW," Permadi said.
