Indonesia has introduced Government Regulation No. 17 of 2025 concerning the Governance of Electronic System Implementation in Child Protection.
Known as PP TUNAS, this regulation is being presented as a global model for protecting children in digital spaces.
Minister of Communication and Digital Meutya Hafid stated that the regulation demonstrates Indonesia’s dedication to creating a safe digital environment for young people.
“PP TUNAS reflects Indonesia’s commitment to protecting children online, for the health and welfare of the younger generation,” said Meutya during a meeting with International Telecommunication Union (ITU) Secretary-General Doreen Bogdan-Martin in Geneva, Switzerland, on Wednesday, July 9, 2025.

During the meeting, Meutya also expressed support for the ITU’s decision to establish a representative office in Jakarta.
She emphasized that this placement shows the international community’s confidence in Indonesia as a center for implementing ITU programs in Southeast Asia.
“The ITU representative office in Jakarta has facilitated the implementation of programs with broad impact in Southeast Asia, such as those protecting the younger generation in digital spaces,” she said.
She added that Indonesia hopes to maintain continued cooperation with ITU, especially in technical support and capacity-building programs aimed at the 3T regions.
Collaboration with ITU on AI, 5G, and Talent Development
Meutya highlighted the importance of collaboration between Indonesia and ITU on global strategic issues.
These include the governance of artificial intelligence, spectrum planning for 5G and 6G, and strategies for national digital talent development.
“Guidance from the ITU will be critical in keeping our policies inclusive, future-oriented, and globally aligned,” she said.
Minister Meutya affirmed Indonesia’s commitment to actively participating in the World Telecommunication Development Conference (WTDC), which will be held in Baku, Azerbaijan, from November 17 to 28, 2025.
