Indonesia’s e-commerce industry is expected to continue growing despite a trend of micro, small, and medium enterprises (UMKM) leaving marketplaces such as Shopee and TikTok Shop following higher logistics fees and commission charges (12/05).

The Indonesian Ministry of Trade stated that the movement of sellers away from certain marketplaces is not expected to significantly affect national digital transaction growth. Director General of Domestic Trade Iqbal Shoffan Shofwan said e-commerce growth is influenced by many factors, not only seller migration between platforms.

“National digital transactions will continue to grow. The growth and transaction value of national e-commerce are basically influenced by various factors, not only related to the transfer or migration of sellers from marketplaces,” Iqbal said.

Rising Seller Costs Trigger Marketplace Exit

The issue emerged after several e-commerce platforms introduced new logistics service fees in early May 2026.

TikTok Shop implemented logistics service fees for all new orders starting May 1, 2026. The fees cover order processing, logistics coordination, shipping handling, and final distribution to buyers.

According to the platform’s announcement, the costs are fully borne by sellers and are not displayed to buyers during checkout.

For deliveries in Jakarta, standard shipping fees range from Rp690 per kilogram to Rp4,350 for shipments up to five kilograms. Instant and same-day services are charged Rp2,020.

Shopee also adjusted its Gratis Ongkir XTRA program fees starting May 2, 2026.

Products in regular categories are charged service fees ranging from 1 percent to 8 percent depending on category, with a maximum fee of Rp40,000 per product. Products in special categories are charged between 2.5 percent and 9.5 percent, with a maximum fee of Rp60,000 per product.

Government Calls for Fair and Transparent Practices

The Ministry of UMKM plans to summon several e-commerce platforms, including TikTok Shop, to discuss complaints related to logistics costs charged to sellers.

Deputy for Small Enterprises at the Ministry of UMKM Temmy Satya Permana said the government would hold discussions with digital platforms regarding the issue.

“We will conduct further discussions and dialogue with platform parties to discuss this issue,” Temmy said (07/05).

He said the discussions aim to ensure fair and sustainable partnerships between UMKM and digital platforms.

Temmy also acknowledged that some sellers have started reducing transactions through marketplaces. Many UMKM operators now use social media for branding and promotion before conducting direct transactions with consumers outside e-commerce platforms.

Iqbal said the government continues encouraging balance between platform sustainability and seller growth.

“We encourage transparency principles and fair business practices. The goal is for platforms to remain innovative, the logistics sector to continue growing, and UMKM not to be excessively burdened,” he said.

He also emphasized the importance of dialogue between platforms and sellers to maintain a healthy and competitive digital trade ecosystem, especially for local products.

Indonesia Maintains Position as Southeast Asia’s Largest E-Commerce Market

Momentum Works, in its Ecommerce in Southeast Asia 2026 report, stated that Indonesia remains the largest e-commerce market in Southeast Asia.

Indonesia’s gross merchandise value (GMV) in 2025 was estimated at US$57.7 billion, equivalent to around Rp999.4 trillion. The figure increased from US$56.5 billion in 2024.

Shopee recorded the largest market share in Indonesia with GMV reaching US$31.2 billion, representing 54 percent of the market.

The combined TikTok Shop and Tokopedia business held a 38 percent market share with total GMV of around US$21.9 billion.

Lazada controlled 6 percent of the Indonesian e-commerce market in 2025 with estimated GMV of US$3.5 billion. Blibli held a 3 percent market share with estimated GMV of US$1.7 billion.
