Indonesia’s Ministry of Communication and Digital (Kemkomdigi) confirmed that its 2025 budget absorption was directed to strengthen digital access in remote, outermost, and underdeveloped areas, known as 3T regions (26/01).
Throughout 2025, Kemkomdigi utilized Rp10.58 trillion of its Rp11.4 trillion budget, reaching 94.9 percent absorption.
The funds focused on maintaining essential digital services and expanding connectivity in regions with limited access.
Minister Meutya Hafid emphasized that the budget absorption reflects the government’s effort to ensure digital infrastructure benefits the public.
“Budget absorption is not just a number but an effort to ensure digital infrastructure development is truly felt by the public. By the end of 2025, 4G services have reached 98.95 percent of the population. This is a crucial step to ensure no region is left behind in digital transformation,” Meutya stated during a working meeting with Commission I of the Indonesian Parliament in Central Jakarta (26/01).
National Fiber Optic and BTS Infrastructure Drive Regional Digital Access
Digital access expansion was supported by the operation of 6,747 Base Transceiver Stations (BTS) in 3T regions, including 3,262 BTS in Papua.
The national fiber optic network also reached 5,253 districts, providing basic connectivity for public services and local economic activities.
Non-Tax Revenue Supports Sustainable Digital Development
The strengthening of digital infrastructure contributed to state revenue. In 2025, Kemkomdigi’s non-tax revenue (PNBP) reached Rp29.3 trillion, or 116.04 percent of the target of Rp25.2 trillion.
“This state revenue becomes a vital resource to sustain priority programs, especially expanding access and improving the quality of digital services moving forward,” Meutya added. Revenue was optimized through management of the communication and digital sector without adding a burden on the public.
2026 Commitment: Accountable Spending and Inclusive Digital Growth
Entering 2026, Kemkomdigi is committed to ensuring every expenditure and state revenue is managed accountably and directed at tangible benefits for the public.
Under the motto Connected, Growing, and Protected, the ministry will continue building digital infrastructure and strengthening national digital security and sovereignty.
“The challenge ahead is to ensure digital technology remains human-centered. With cross-sector collaboration and public support, we are optimistic that digitalization can drive inclusive and sustainable growth,” Meutya concluded.
