The Indonesian Ministry of Communication and Digital (Komdigi), through the Directorate General of Digital Space Supervision, held a virtual meeting with representatives from Cloudflare to discuss compliance with Private Scope Electronic System (PSE) registration obligations in Indonesia (25/11).
“This meeting shows that dialogue remains our priority to ensure compliance runs smoothly,” said Alexander Sabar, Director General of Digital Space Supervision, during the session.
Key Discussion Points: PSE Registration and Content Moderation
The meeting included Carly Ramsey, Head of Public Policy APAC, and Smrithi Ramesh, Lead for Government Outreach APAC. The agenda focused on two main points: fulfilling PSE registration requirements under PM Kominfo No. 5/2020 and strengthening collaboration on content moderation, especially regarding negative or illegal digital content.
Cloudflare Shows Cooperation and Offers Reporting Channel
Cloudflare expressed willingness to study registration requirements further and offered to provide a dedicated reporting channel for Komdigi to support content moderation.
“In the meeting, Cloudflare conveyed its good intentions to learn more about registration provisions and offered to provide a dedicated reporting channel for Komdigi in supporting content moderation processes,” stated Dirjen Alexander.
The company also clarified its role as an infrastructure provider that does not directly curate content. Komdigi welcomed this explanation and viewed the reporting channel as a concrete way to support digital safety.
Compliance Obligations Remain Mandatory
Komdigi emphasized that the dialogue does not remove administrative obligations for Private Scope PSEs, including Cloudflare. Registration must still follow the mechanisms in PM Kominfo No. 5/2020.
“Compliance with registration obligations is an essential part of safeguarding digital sovereignty and ensuring that all services operating in Indonesia adhere to the same rules,” said Dirjen Sabar.
The ministry confirmed that oversight processes will be conducted transparently, professionally, and proportionally. Komdigi stressed that mutual respect is key to maintaining a secure digital ecosystem while ensuring global companies comply with national regulations.
“The Ministry will continue monitoring Cloudflare and other Private Scope PSEs’ compliance and follow up on any PSEs that have not met the requirements under applicable mechanisms,” added Dirjen Sabar.
Cloudflare is a U.S.-based technology company specializing in cybersecurity, internet performance, and web infrastructure. It serves millions of users globally, including in Indonesia, and is among the 25 Private Scope PSEs officially notified about registration obligations under national regulations.
