PLN Commits Support for 7 Initial PLTSa Projects and National Waste‑to‑Energy Push

PT PLN (Persero) confirmed its readiness to support Indonesia’s waste-to-energy ecosystem as the offtaker for government-backed PLTSa projects (20/11). The announcement was made during the Bloomberg Technoz Ecoverse event in Jakarta.

Menteri Koordinator Perekonomian Republik Indonesia, Airlangga Hartarto, said Indonesia will begin building PLTSa next year. “Through Danantara, Indonesia has committed to building PLTSa, with seven projects planned for 2026,” he stated.

Airlangga noted that PLTSa development is vital for tourism growth, as waste-free cities can enhance the tourism ecosystem. He added that President Prabowo Subianto aims for 33 PLTSa facilities to be operational across Indonesia by 2029, prioritizing regions facing waste management challenges.

PLN Ensures Grid Integration and Offtake

PLN President Director, Darmawan Prasodjo, emphasized that the company is ready to act as the electricity offtaker to ensure all PLTSa projects run smoothly and integrate with the national grid. “PLN fully supports government policy in accelerating PLTSa development. Our role is to ensure grid readiness, provide offtake certainty, and open cooperation with developers,” he said.

Darmawan explained that PLN is strengthening transmission and distribution infrastructure in priority areas, enabling each PLTSa to connect quickly to the system. “Integration is important to maintain a stable electricity supply and optimize energy utilization from waste,” he added.

Danantara Stresses Collaboration for Sustainability

Stefanus Ade Hadiwidjaja, Managing Director of Investment Danantara Indonesia, said waste-to-energy projects provide opportunities to address environmental challenges while supplying sustainable energy. “Indonesia has the opportunity to preserve life through waste-to-energy. However, this is only possible with collaboration between the central and local governments, businesses, and society,” he said.

He added that Danantara has appointed PLN as the offtaker and coordinates the projects as the orchestrator. “Without a systematic, collaborative, and measured solution, economic sustainability cannot be achieved,” Stefanus stated.

PLTSa Included in National Renewable Energy Planning

Daniel K. F. Tampubolon, Executive Vice President of PLN’s Renewable Energy Division, confirmed that PLTSa development is included in the 2025–2034 RUPTL as part of bioenergy planning. “PLTSa is fully aligned with the national energy transition roadmap,” he said.

Daniel noted that successful PLTSa projects require careful investment and 3R (Reduce, Reuse, Recycle) implementation to optimize waste composition for energy. PLN, as the extension of the state, plays a key role in mitigating investment risks.
