Will Fuel Flow Return? Shell–Pertamina Deal Signals End of Gasoline Scarcity

Shell has agreed to purchase 100,000 barrels of gasoline from Indonesia’s state-owned energy company, PT Pertamina, following months of shortages at its fuel stations (25/11).

Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot Tanjung confirmed the deal on Tuesday, noting that the company had finalized the purchase but did not provide further details.

Shell did not immediately respond to requests for comment.

Government Import Limits Cause Private Fuel Shortages

Private fuel retailers in Indonesia were asked to import gasoline through Pertamina after the government imposed limits on their import quotas for 2025.

This policy contributed to shortages at several private stations, especially for non-subsidized fuel.

Fuel supply at private stations had been disrupted since late August 2025, prompting the government to encourage retailers to obtain fuel directly from Pertamina under a business-to-business (B2B) scheme.

According to Laode Sulaeman, Director General of Oil and Gas at ESDM, negotiations with Shell have reached the final stage, showing progress in resuming fuel supply.

Vivo and BP Also Secure Fuel from Pertamina

Pertamina will also supply 100,000 barrels of gasoline to PT Vivo Energi Indonesia, an affiliate of Vitol Group, as confirmed on Monday (24/11).

This follows a similar deal in late October with BP-AKR, operator of BP fuel stations, which also purchased 100,000 barrels of gasoline.

Laode stated that these agreements indicate that coordination between private retailers and Pertamina is functioning well.

ESDM Confirms Shell Fuel Stations to Resume Service by Late November

Laode Sulaeman confirmed that Shell fuel stations are expected to resume sales by the end of November 2025.

“Shell sudah final negosiasi,” he said, explaining that the cargo ordered through Pertamina is already being prepared for shipment.

He added that Pertamina Patra Niaga will provide detailed numbers once the logistics are finalized.

ExxonMobil, which operates Mobil stations, has not yet purchased fuel from Pertamina because its inventory remains sufficient.

“Jadi bisa dibilang keempatnya oke, karena yang tidak negosiasi itu stoknya masih ada,” Laode said.
