The Indonesian government officially launched the 2025 Economic Package as part of a national strategy to accelerate economic growth and job creation. The policy was unveiled by Coordinating Minister for the Economy Airlangga Hartarto alongside Minister of Finance Purbaya Yudhi Sadewa following a high-level meeting with President Prabowo Subianto at the Presidential Palace on Monday, September 15.
Minister Airlangga detailed that the package includes eight acceleration programs set for implementation in 2025, four continuation programs for 2026, and five initiatives aimed specifically at absorbing more labor into the economy.
One flagship program is a university graduate internship scheme targeting 20,000 participants, each to receive a monthly stipend equivalent to the regional minimum wage for six months. The government has allocated IDR 198 billion for this effort.
Expanded Tax Relief and Support for Tourism Workers
The government is expanding the Article 21 Income Tax Covered by Government (DTP) facility for sectors such as tourism, hotels, restaurants, and cafés. The initiative targets 552,000 workers, with a total budget of IDR 120 billion.
A 10-kilogram rice assistance program will also be distributed over October and November, backed by an IDR 7 trillion budget. In addition, the government will subsidize work accident and death insurance contributions for non-wage workers—including online drivers, couriers, and freelance drivers—with a target of 731,361 beneficiaries.
Housing, Digital Economy, and Regulatory Integration Initiatives
The economic package also includes a reduction in housing loan interest rates under the BPJS Ketenagakerjaan program. The interest rate, previously set at the BI Rate plus 5%, will now be reduced to BI Rate plus 3%.
In regulatory reform, the government plans to integrate spatial planning systems (RDTR) with the Online Single Submission (OSS) platform. A digital economy pilot project focused on the gig economy is also being prepared for rollout in several major cities, including Jakarta.
Long-Term Tax Incentives for MSMEs
Minister Airlangga confirmed the government’s commitment to extend the 0.5% final income tax rate for MSMEs until 2029.
“It will no longer be extended annually but will be granted certainty until 2029,” said Minister Airlangga.
Finance Ministry Sets Up Economic Acceleration Task Force
Minister of Finance Purbaya Yudhi Sadewa emphasized the role of the newly formed Economic Program Acceleration Task Force in monitoring and executing President Prabowo’s priority initiatives.
“This task force will essentially monitor all major government programs under President Prabowo,” stated Minister Purbaya.
He also stressed the importance of addressing private sector complaints, ensuring obstacles are removed to foster synchronized growth between the private and public sectors.
“I hope this team will significantly eliminate barriers in the private sector, so the private growth engine can perform well alongside the government’s,” he added.
