Minister Hartarto led the Indonesian delegation during a working visit to Paris from June 2 to 5, 2025, as part of the 2025 OECD Ministerial Council Meeting.
In his role as Chair of the National OECD Accession Task Force, he presented the IM on behalf of the Indonesian government.
Initial Memorandum Completed in One Year, Covers 32 Chapters
The Initial Memorandum is a key accession document providing a self-assessment of Indonesia’s alignment with OECD regulations, standards, and practices. It consists of 32 chapters and addresses 240 OECD legal instruments.
The IM was completed within one year following the submission of Indonesia’s Accession Roadmap at the 2024 OECD Ministerial Council Meeting.
Its preparation involved 64 ministries and agencies across 26 sectors and 8 cross-sectoral areas, as outlined in Presidential Decree No. 17 of 2024 and Coordinating Ministerial Decree No. 232 of 2024.
“The completion of the IM in just one year is a joint effort involving all responsible Ministries and Agencies. We must truly appreciate this hard work. But the marathon is far from over. We need to maintain momentum and energy for the upcoming review phase with OECD committees, which will take a longer time,” said Minister Hartarto.
Bilateral Meetings to Build Support for Accession Process
During the visit, Minister Hartarto is also scheduled to hold bilateral meetings with representatives from partner countries and international organizations, including the United States, Australia, the Netherlands, Japan, New Zealand, Singapore, and the ASEAN Secretary-General.
These meetings aim to strengthen support for Indonesia’s next steps in the accession process.
Minister Hartarto to Attend WTO Informal Meeting
Minister Hartarto is also scheduled to attend an informal ministerial meeting of the World Trade Organization (WTO) to discuss the current global situation and the WTO reform agenda.
Additionally, he will meet with members of the Indonesian diaspora working at the OECD Secretariat in Paris.
“With the President’s guidance and approval, the Government of Indonesia will submit the Initial Memorandum at the OECD Ministerial Council Meeting in Paris. We remain committed to the accession process, as this also supports tariff negotiations with the United States, CPTPP, and the Indonesia-EU CEPA,” said Minister Hartarto.
Minister Hartarto is accompanied in Paris by Deputy for Economic Cooperation and Investment Coordination Edi Priyo Pambudi, Expert Staff for Regional Development Haryo Limanseto, and Assistant Deputy for Multilateral Economic Cooperation Ferry Ardiyanto.
