Indonesia Pushes for Inclusive AI Governance at Global Summit

Indonesia reaffirmed its commitment to inclusive and balanced artificial intelligence (AI) governance at the AI Action Summit in Paris on February 10-11, 2025. Minister of Communication and Digital Affairs Meutya Hafid emphasized Indonesia’s role in bridging the interests of developing and developed nations in shaping global AI policies.

"Indonesia believes AI governance should be based on fairness, inclusivity, and security. We want to ensure global AI policies reflect not only the interests of developed nations but also the realities of developing countries like Indonesia," said Meutya Hafid during the ministerial meeting at the French Ministry of Europe and Foreign Affairs on Sunday (9/2/2025).

The summit gathered world leaders, including French President Emmanuel Macron, Canadian Prime Minister Justin Trudeau, and representatives from OECD member countries. The discussions focused on strengthening international coordination for AI development that prioritizes public welfare and social impact.

Indonesia highlighted the importance of an inclusive approach to AI governance, aligning with the summit’s main theme, "GPAI’s Role in Building Inclusive Global Governance of AI." Meutya Hafid stressed that AI is a transformative force in the global economy, but equitable policies must ensure that no country is left behind in this digital revolution.

"AI must be governed with principles that put people at the center of innovation. Indonesia will continue to actively participate in global AI policy discussions to ensure AI remains ethical, secure, and beneficial for all," she stated.

As a representative of President Prabowo Subianto, Meutya Hafid also attended the Artificial Intelligence Action Summit (AIAS) in Paris. The event, held on February 10-11, brought together over 100 countries, including heads of state, ministers, CEOs, and international organizations. AIAS follows the AI Safety Summit in the UK (November 2023) and the AI Seoul Summit (May 2024), reflecting growing global efforts to regulate AI development.

French President Emmanuel Macron personally invited Prabowo Subianto to the AIAS high-level discussions, highlighting Indonesia’s increasing influence in global AI governance. In addition to the main summit, UNESCO requested Meutya Hafid to present Indonesia’s AI readiness assessment methodology at a side event on February 10, 2025.

AIAS 2025 Key Events in Paris

The AIAS 2025 agenda began on February 6 with a welcome reception at the Elysee Palace, followed by high-level segments at the Grand Palais. Discussions included Science Day (February 6-7), Cultural Weekend (February 8-9), and Roundtable Meetings (February 10). The summit will conclude with the Leaders' Plenary and Closing Ceremony on February 11.

Meutya Hafid emphasized that Indonesia’s active participation in international AI forums is not just about securing a seat at the table. "Our presence here is to ensure that global AI policies also reflect the interests of developing nations," she said.

Indonesia’s commitment to AI governance is backed by national initiatives, including the AI Policy Dialogue launched by the Ministry of Communication and Digital Affairs (Kemkomdigi). This initiative addresses AI challenges across key sectors such as e-commerce, banking, healthcare, education, and sustainability.

With Indonesia’s e-commerce market projected to reach USD 150 billion by 2030, the government is working to integrate AI to maximize benefits across industries. "Proactive stakeholder involvement in AI regulations and development is crucial so that Indonesia can fully leverage AI’s potential for public and sectoral benefits," Meutya Hafid stated.

As Indonesia strengthens its AI governance, its role in global AI discussions is becoming more significant. By shaping ethical, secure, and inclusive AI policies, Indonesia positions itself as a key player in the future of AI regulation.
