ADPLK and Muamalat Expand Islamic Pension Fund Literacy to Indonesia’s Informal Sector

DPLK Syariah Muamalat and the Association of Financial Institution Pension Funds (ADPLK) are working to expand Islamic pension fund literacy and inclusion to Indonesia’s informal sector through cooperation across the Sharia ecosystem. The initiative was highlighted at the National Islamic Pension Fund Seminar 2026, held at Muamalat Tower Jakarta (10/09).

The seminar was held as part of the 2026 Indonesian Pension Fund Month (BDPI) and carried the theme “Synergy of the Sharia Ecosystem to Promote Islamic Pension Fund Literacy and Inclusion.” DPLK BNI and DPLK Pertalife Insurance, which provide Sharia investment packages, also supported the event.

The forum involved stakeholders from the Islamic economy and finance sector, including the Financial Services Authority (OJK), the Islamic Economy Society (MES), the National Committee for Islamic Economy and Finance (KNEKS), and the National Sharia Council of the Indonesian Ulema Council (DSN-MUI).

Financial institutions from the banking, insurance, and investment management sectors also joined the morning discussion. These included PT Bank Muamalat Indonesia Tbk, the founder of DPLK Syariah Muamalat, along with other institutions from the formal sector.

ADPLK and DPLK Syariah Muamalat Target Informal Sector

ADPLK Chairman Tondy Suradiredja said the initiative represents a new step for Indonesia’s pension fund industry by expanding the focus beyond the formal sector.

“Not only involving the formal sector, ADPLK, supported by OJK, is also promoting literacy and inclusion of Islamic pension funds in the informal sector, beginning with the signing of a memorandum of understanding with the Indonesian Mosque Council (DMI) to organize the Pension Program Based on Sharia Principles for Mosque Activists in early 2026,” he said.

ADPLK, together with DPLK Syariah Muamalat and supported by DPLK BNI and DPLK Pertalife Insurance, began outreach to DMI administrators, mosque administrators across Greater Jakarta, and other informal-sector actors.

Tondy also congratulated DPLK Syariah Muamalat on its 29th anniversary as a major player in Indonesia’s Islamic pension fund industry.

OJK and Sharia Institutions Support Pension Fund Inclusion

OJK supported the seminar through a keynote speech by Asep Iskandar, Head of the Department of Supervision, Guarantee, Pension Funds and Special Supervision. He presented the regulatory framework and direction for simplifying registration for informal workers.

OJK Executive Director for Insurance, Guarantee and Pension Fund Development Dyah Kristina Puguh also explained the regulatory framework and simplified registration process for informal workers during the panel discussion.

She also presented measures concerning consumer protection, fund transparency, and monitoring of inclusion outcomes.

KNEKS Executive Director Sholahudin Al Aiyub presented the direction for developing Islamic pension funds under the Indonesian Islamic Economy Masterplan 2025-2029.

MES IKNB Committee I Chairman Adi Pramana explained MES’s role in increasing Islamic pension fund literacy and inclusion among informal-sector workers. DSN-MUI Coordinator Asep Supyadillah highlighted the importance of certainty regarding the fiqh basis and operational aspects of Islamic pension products.

The stakeholders agreed to strengthen cooperation across the Sharia ecosystem to promote Islamic pension fund literacy and inclusion.

Mosque Ecosystem Supports Informal-Sector Pension Literacy

The afternoon session was attended by DMI administrators, mosque administrators across Greater Jakarta, and representatives of associations and other informal-sector institutions.

DMI Secretary General Rahmat Hidayat welcomed the initiative following the memorandum of understanding between ADPLK and DMI on the Pension Program Based on Sharia Principles for Mosque Activists.

“With the memorandum of understanding between ADPLK and DMI in organizing the Pension Program Based on Sharia Principles for Mosque Activists, I urge mosque activists to prepare for a blessed retirement through this Sharia-managed pension fund,” he said.

The seminar also expanded Islamic financial literacy and inclusion in the informal sector through the mosque ecosystem with the launch of the Mosque Financial Management and Its Activists Certification Program.

An interactive talk show featured IPB University Faculty of Economics and Management Dean Irfan Syauqi Beik and DPLK Syariah Muamalat Executive Director Aznovri Kurniawan.

Irfan emphasized the importance of retirement planning as an effort aligned with maqashid sharia. Aznovri explained the technical structure of the product, contribution arrangements, and projected benefit simulations.

The step-by-step guidance was intended to equip mosque administrators and informal-sector groups to register their members independently.

DPLK Syariah Muamalat Marks 29 Years

PT Bank Muamalat Indonesia President Director Imam Teguh Saptono said Islamic finance is intended to serve the principle of public benefit, reflected in maqashid sharia.

DPLK Syariah Muamalat Executive Director Aznovri Kurniawan said the initiative was carried out alongside the designation of the Indonesian Pension Fund Month and the institution’s 29th anniversary.

“As the first Islamic pension fund institution in Indonesia, which has reached the age of 29, we are committed to continuing activities that increase literacy and inclusion of Islamic pension funds in Indonesia. God willing, this activity will be very beneficial, ultimately helping Indonesian people prepare for a stable, peaceful, and blessed retirement,” he said.

Aznovri added that more companies and members of the public were entrusting their pension fund management to DPLK Syariah Muamalat.

The institution also provides access for customers to check balances, review transaction histories, and open DPLK accounts through the Muamalat DIN mobile banking application and the DPLK Syariah Muamalat website.
