President Prabowo Subianto witnessed the signing of a framework agreement between BPI Danantara and Arm Limited in London on Monday (23/02). The signing demonstrates the Indonesian government’s focus on advancing technology and economic transformation through innovation.
Presidential Support Highlights Strategic Technology Goals
Coordinating Minister for Economic Affairs Airlangga Hartarto said, “This is a collaboration so Indonesia can master semiconductor technology. Arm is one of the companies dominating the semiconductor market, especially in design, which is the upstream of the semiconductor industry itself.”
Airlangga noted that Arm controls around 96% of global automotive chip technology and nearly 94% of chip designs for data centers and artificial intelligence. The partnership is intended to accelerate Indonesia’s mastery of strategic technology foundational for modern digital innovation.
Training 15,000 Engineers to Master Chip Design
Airlangga explained that the collaboration will provide training for 15,000 Indonesian engineers within Arm’s ecosystem to gain expertise in chip design. “The plan continues for future generations in semiconductors and chips so Indonesia develops capacity in semiconductor technology and design,” he added.
Minister of Investment and Downstreaming, and Head of BPI Danantara Rosan Perkasa Roeslani said the partnership will have a broad impact on the national industry and strengthen Indonesia’s technological sovereignty. The program includes sending engineers abroad and inviting Arm instructors to Indonesia with specialized training modules.
Roeslani said, “There will be six industries selected for chip development, and as mentioned by the Coordinating Minister, 15,000 engineers will be trained by Arm either by sending them abroad or through instructors visiting Indonesia with their modules.”
Focus on Strategic Intellectual Property and Innovation
Airlangga stated that six national chip designs will focus on strategic intellectual property. “These six IPs could cover automotive technology, Internet of Things, data centers, home appliances, and futuristic areas like autonomous vehicles and quantum computing. The ownership of these IPs will remain with Indonesia,” he said.
The partnership marks Indonesia’s move from being a technology consumer to a high-value producer in the global supply chain. The government views technology as a “turbocharger” to support Indonesia in becoming a top-tier economy, leveraging national human and natural resources for high productivity toward the vision of Indonesia Emas 2045.
