Komisioner Komisi Pengawas Persaingan Usaha (KPPU) Eugenia Mardanugraha stated that Grab Indonesia and PT GoTo Gojek Tokopedia have not submitted any notification regarding the rumored merger (26/01).
“Not yet, not yet (there is no notification). In the media, the news keeps fluctuating, but at KPPU, no notification has been received,” Eugenia said on Monday during the “Competition Outlook 2026” discussion in Jakarta.
Post-Merger Notification System in Indonesia
Eugenia explained that Indonesia’s merger oversight follows a post-merger notification system, which requires companies to notify authorities after completing a merger.
This system aligns with Law No. 5 of 1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition.
“I think maybe later, because the law is still post-notification. After they merge, they will notify,” she added.
KPPU Open to Consultation Before Merger
Eugenia noted that both technology firms can consult with KPPU before finalizing any merger.
“Companies planning to merge usually come to KPPU first for consultation,” she said, noting that previous companies followed this approach.
Intensified Oversight for Major Digital Platforms
Eugenia also emphasized that KPPU will increase monitoring if the Grab-GoTo merger occurs.
“Once the merger happens, KPPU’s oversight will be more intensive. If there is any violation, or if driver welfare decreases, KPPU will act promptly,” she said.
She added that oversight will be more rigorous than before for companies controlling a large market share.
Government Confirms Ongoing Merger Process
Previously, Minister of Investment and CEO of Danantara Indonesia, Rosan Roeslani, confirmed that the Grab-GoTo merger process is still ongoing (27/11/25).
“It is still in progress,” Rosan said in Jakarta. Danantara Indonesia stated it is following government guidance regarding its involvement in the merger.
