Stargate UAE Launch: OpenAI’s First International AI Infrastructure Partnership Explained

OpenAI has launched Stargate UAE, marking the first international deployment of its AI infrastructure platform, Stargate.

This project is the initial partnership under OpenAI for Countries, a new initiative to help governments build sovereign AI capabilities in coordination with the U.S. government.

The partnership includes the establishment of a 1-gigawatt Stargate cluster in Abu Dhabi, with 200 megawatts expected to become operational in 2026.

Stargate represents OpenAI’s vision for developing frontier-scale compute capacity worldwide to support safe and broadly beneficial artificial general intelligence (AGI).

The agreement was developed closely with the U.S. government, and OpenAI expressed gratitude to President Trump for his support in enabling the collaboration.

Key partners in the project include G42, Oracle, NVIDIA, Cisco, and SoftBank.

Dual Investment Strategy Between UAE and U.S.

Besides UAE’s investment in the local Stargate infrastructure, the partnership includes UAE investment in U.S. Stargate facilities.

This builds on the U.S.-UAE AI Acceleration Partnership announced during President Trump’s recent visit.

Under this partnership, the UAE will become the first country globally to offer ChatGPT nationwide, allowing widespread access to OpenAI’s technology across the country.

Stargate UAE’s Regional Impact Radius

The Stargate UAE infrastructure will provide AI compute capacity within a 2,000-mile radius, potentially reaching half the world’s population.

The initiative supports UAE’s goal to leverage AI tools across key sectors like government, energy, healthcare, education, and transportation.

Plans for Multiple OpenAI for Countries Partnerships

OpenAI plans to pursue up to 10 partnerships globally through OpenAI for Countries, aiming to establish a distributed, democratically powered AI network.

OpenAI Chief Strategy Officer Jason Kwon will begin a roadshow in Asia Pacific to engage governments and private-sector partners in building AI infrastructure.
