OpenAI Launches 'OpenAI for Countries' to Promote Democratic AI Infrastructure Globally

OpenAI has introduced a new initiative, OpenAI for Countries, to support nations seeking to build artificial intelligence infrastructure aligned with democratic values.

The program is part of the broader Stargate project, which began in January with an investment involving OpenAI, Oracle, SoftBank, and was announced alongside President Trump.

The first supercomputing campus is under development in Abilene, Texas, with more locations to follow.

A Global Demand for AI Infrastructure Inspired by Stargate

OpenAI has received numerous requests from governments interested in developing similar AI infrastructure.

According to the organization, countries are looking to build their own versions of Stargate.

OpenAI stated that such infrastructure is now widely seen as a foundation for future economic growth and national development.

The organization emphasized that technological progress has historically expanded human capability, and AI will amplify this effect, enhancing the ability to learn, think, create, and produce simultaneously.

Democratic AI: The Principles Behind the Initiative

OpenAI is promoting the concept of democratic AI, which involves developing, using, and deploying AI technologies based on democratic principles.

These include allowing people to choose how they engage with AI, preventing its use by governments to increase control, and supporting a free market that ensures competition.

According to OpenAI, such principles ensure AI’s benefits are broadly shared, reduce the risk of power concentration, and align with the company’s core mission.

OpenAI also stated that a close partnership with the U.S. government is the most effective way to advance democratic AI.

What OpenAI for Countries Will Offer

In response to interest from governments, OpenAI is launching a new model of partnership. In collaboration with the U.S. government, OpenAI will:

  • Partner with countries to establish secure, in-country data centers that protect data sovereignty, support new industries, and enable private, compliant AI customization.
  • Deliver customized versions of ChatGPT tailored to each country’s language and culture. These applications aim to improve healthcare, education, and public services.
  • Invest in continued development of AI model safety and security, including physical and data center protections. OpenAI highlighted that respecting democratic processes and human rights is central to AI safety.
  • Co-create a national start-up fund using local and OpenAI capital. This aims to develop national AI ecosystems, create jobs, and serve both public and private sector needs.

Partner Contributions and Project Expansion

Participating countries would also invest in expanding the global Stargate Project.

OpenAI stated that this will contribute to continued U.S.-led leadership in AI and help build a worldwide network effect in favor of democratic AI.

OpenAI plans to pursue ten projects with individual countries or regions in the initial phase of the program, with plans to expand.

Discussions with interested governments will take place through U.S. representatives and OpenAI’s global offices.
