The dashboard categorizes procurement data into labels such as “medium,” “high,” and “absurd” to indicate possible anomalies. These classifications are used to highlight procurement items that may require further review.
Among the examples identified by the system are luxury vehicle procurement worth Rp8.5 billion at a provincial level, a Rp400 million billiard table, and a Rp100 million aquarium. It also detected Rp153 million in aquarium maintenance costs within a government office and Rp1 billion allocated for ornamental plants.
Open-Source AI Model Designed for Public Oversight
Nemesis Assai operates through a structured five-stage process, starting from data extraction from SiRUP and ending with human verification of flagged cases. The system cleans and reorganizes procurement text before using a large language model to assess potential anomalies.
Although some SiRUP data is incomplete, procurement titles are consistently available and used for analysis. The system also formats outputs in JSON for further processing and integration.
Developed as a public interest tool, Nemesis Assai is open-source and its findings are publicly shared. It involves collaboration with academics, researchers, and independent advisors to support transparency in government procurement monitoring.
