The regulation, officially PP Number 17 of 2025, was enacted and promulgated on 27 March 2025, while implementation began on 28 March 2026. Komdigi also issued Permen Komdigi Number 9 of 2026 as technical guidance, and that rule took effect on 6 March 2026. In practice, platforms now have to prove they can protect children, not just claim they can.

The framework requires age awareness, stronger defaults, verifiable controls, and clearer accountability across the service stack.   8. A clearly designated data responsible party. There must be an internal person or role accountable for how child data is processed and governed.

For platforms, compliance starts long before a regulator sends a warning. Teams need to map where child users enter the product, what data is collected, how age is inferred or verified, when parental control is offered, and how a report is escalated internally. Komdigi’s implementation model relies on self assessment, risk verification, and follow up actions, which means weak documentation or vague feature descriptions will not be enough.

For trust and safety teams, the practical challenge is consistency. A platform may already have content filters, but PP Tunas raises the bar by asking whether those filters are meaningful for children, whether the privacy defaults are strict enough, and whether reporting systems are accessible and transparent. Komdigi has also stressed that the goal is to create a safer digital environment, not simply to restrict expression.
