The Ministry of Communication and Digital is developing an inclusive, multisectoral roadmap and governance framework for Artificial Intelligence (AI).
Deputy Minister Nezar Patria explained that the regulation will take the form of a Presidential Regulation (Perpres) to strengthen cross-sector governance.
“There will be two products: a roadmap and AI regulation. Then, the Presidential Regulation will apply across all agencies. By doing this, we strengthen our regulations on AI,” Nezar said during a meeting with Singapore’s Deputy Ambassador Terrence Teo in Jakarta on July 16, 2025.
Existing Legal Frameworks Support AI Development and Risk Mitigation
Indonesia already has legal instruments relevant to AI development, such as the Electronic Information and Transactions Law (UU ITE), Personal Data Protection Law, Criminal Code, and several ministerial regulations along with AI ethics circulars. These provide a foundation to mitigate risks and guide AI use.
“With this set of regulations, I think we can have references for all stakeholders who want to develop AI technology. For the public who wants to use this technology, we can also navigate and mitigate its risks,” Nezar explained.
Collaborative Approach in Drafting the National AI Roadmap
The Ministry is also designing a national AI roadmap. Nezar stated that the drafting involves a quadhelix collaboration among industry players, academia, civil society groups, and government. The process has been ongoing intensively for almost two months.
The government appreciates all parties’ commitment to realizing this roadmap. Supported by the Japan International Cooperation Agency (JICA) and the Boston Consulting Group (BCG), the draft is still being discussed among various stakeholders. Nezar hopes to finalize the draft by the end of the month.
Principles for AI Adoption Across Key Sectors
The AI roadmap serves as a principal guide for ministries and institutions to adopt AI in sectors like transportation, education, healthcare, and financial services.
“It’s like a guide for all related ministries on adopting AI. We only provide principles on how to adopt it, what can and cannot be done, and what risks need to be watched,” Nezar said.
The government expects the roadmap and Presidential Regulation to become a foundation for ethical, adaptive, and responsive AI development that balances innovation with public protection, building a safe and competitive national AI ecosystem.
