In a critical move to strengthen Indonesia’s legal enforcement infrastructure, the Deputy Attorney General for Intelligence (JAM-Intel), Reda Manthovani, signed a memorandum of understanding (MoU) with four of the nation’s largest telecommunications providers on Tuesday (24/6).
The agreement was formalized at the Main Building of the Attorney General’s Office in Jakarta and involves PT Telekomunikasi Indonesia Tbk, PT Telekomunikasi Selular, PT Indosat Tbk, and PT XL Smart Telecom Sejahtera Tbk.
Agreement Covers Surveillance Tools and Telecom Data Access
The MoU centers on the exchange and utilization of data and/or information for law enforcement purposes.
It includes provisions for the deployment and operation of information surveillance equipment, as well as access to recorded telecommunications data.
This step is considered pivotal for Indonesia’s prosecution and intelligence sectors, particularly as the Attorney General’s Office adapts to expanded roles defined under Law No. 11 of 2021, which amended Law No. 16 of 2004.
Intelligence Division’s Role Expanded Under Law No. 11/2021
According to Article 30B of the revised law, the intelligence arm of the Attorney General’s Office is now authorized to carry out investigations, security measures, and strategic intelligence gathering to support legal enforcement.
“Currently, the core business of the Attorney General’s intelligence lies in gathering data and/or information, which is later analyzed, processed, and used according to organizational needs,” said Reda Manthovani during the signing ceremony.

He emphasized that collaboration with telecom providers is both urgent and essential to ensure the credibility and classification of intelligence data.
“Data and/or information with an A1 qualification offers a range of benefits, from practical use in locating fugitives and collecting legal evidence to developing holistic analysis on specific issues,” Reda said.
