In a high-profile diplomatic event, President Prabowo Subianto of Indonesia and President Vladimir Putin of Russia oversaw the formal launch of a strategic digital partnership between their countries.

The ceremony took place at the historic Konstantinovsky Palace, marking a new phase in bilateral relations focused on digital transformation and technological exchange.

The event was highlighted by the exchange of several bilateral cooperation documents, most notably a Memorandum of Understanding (MoU) between the Ministry of Communication and Digital of Indonesia and the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation.

Strategic Focus: Cybersecurity, 5G, and Media Collaboration

According to Meutya Hafid, Indonesia’s Minister of Communication and Digital, the agreement moves immediately into the implementation phase.

“Indonesia and Russia have agreed to establish a Special Sub-Committee to drive joint digital programs, including human resource training, technology transfer, and collaborative media content initiatives,” said Meutya.

The MoU outlines multi-faceted cooperation areas such as:

  • Development of 5G infrastructure
  • Expansion of Internet of Things (IoT) solutions
  • Regulation of radio frequency spectrum
  • Strengthening of cybersecurity frameworks
  • Joint policymaking for an inclusive internet ecosystem

Additionally, the partnership will feature bilateral seminars, digital content production, and inter-institutional research exchanges.

Russia as a Digital Model for Inclusive Connectivity

Russia has emerged as a strategic model for Indonesia in achieving broad digital inclusion.

With 92% of its population enjoying fast and affordable internet services, Russia offers tangible benchmarks.

Home broadband prices in Russia range from approximately IDR 95,000 to IDR 160,000 per month, an achievement Indonesia aims to emulate, especially in its underserved “3T” regions (frontier, outermost, and least developed areas).

Beyond Tech: Education, Investment, and Cross-Border Transport

The digital cooperation MoU is one of four critical agreements exchanged in the presence of both presidents. Other documents include:

  • Higher education cooperation between Indonesia and Russia
  • Cross-border transportation collaboration
  • A digital and mass media partnership
  • An investment memorandum between Indonesia’s sovereign wealth fund DANANTARA and Russian partners

The signing of the Indonesia–Russia Strategic Partnership Declaration reinforces all four agreements, signaling a renewed diplomatic direction amid evolving global digital and geopolitical dynamics.

A Long-Term Digital Blueprint for Indonesia

The MoU is valid for five years and includes provisions for automatic renewal. “Indonesia’s digital diplomacy is now a reality.

We seek tangible results that strengthen Indonesia’s position as an active player in the global digital landscape,” Meutya Hafid emphasized.

This foundational agreement is set to shape Indonesia’s long-term approach to digital transformation, prioritizing security, inclusivity, and sustainability.
