The obligation is regulated under the Ministry of Trade Regulation (Permendag) Number 19 of 2026 concerning Trading Activities Through Electronic Systems (PMSE), which has been effective since June 8, 2026.

Trade Minister Budi Santoso invited business actors to immediately register for NIB because the process is free and can be completed online through the Online Single Submission (OSS) system.

Business actors only need to prepare identity data and business information, create an account, and submit an NIB application through the OSS website.

The Trade Minister asked all e-commerce platforms to inform, assist, and connect business actors with the OSS system so that more people understand the ease of obtaining an NIB.

By having an NIB, business actors contribute to enforcing regulations while opening wider access to financing, as well as development and partnership programs in an increasingly competitive digital market,” said Minister Budi Santoso.

Minister Budi Santoso stated that after the implementation of Permendag Number 19 of 2026, every business actor conducting trade activities through e-commerce platforms must have business licensing, at least in the form of an NIB.

E-commerce platform operators are also required to reject seller registrations from business actors who do not have business permits according to applicable regulations.

The government has provided a transition period for businesses to fulfill licensing requirements. Existing sellers on platforms are given an 18-month grace period, while new sellers receive six months.

NIB also becomes one of the documents commonly required for business financing applications, government assistance, training programs, and business mentoring.

“Besides being a form of business legality, NIB can become access for business actors to obtain various facilities, protection, and business development opportunities. With an NIB, MSMEs will become stronger, have greater opportunities to utilize various opportunities in the digital trade era, and increase consumer trust,” said Minister Budi Santoso.

The Ministry of Trade stated that NIB ownership becomes a foundation when businesses grow and require further permits, certifications, or cooperation with other parties.

Businesses with clear legal status can more easily participate in promotional programs, procurement of goods and services, partnerships with large industries, and export opportunities.

This is in line with the government’s efforts to strengthen the position of domestic products in both domestic digital markets and global markets.
